A 27-year-old man lost his life after colliding with a herd of stray bulls while riding his motorbike in Sector 86, Gurugram, on Sunday evening.

The deceased, Sumit Kumar, was a resident of Bihar’s Munger district and had been living in Nawada Fatehpur. He worked at an automobile spare parts manufacturing firm in Manesar and was on his way to work when the accident occurred at 8:50 PM. Police said Kumar was set to get married in a fortnight.

According to a senior police officer, the accident happened when a herd of bulls suddenly appeared on the road. “Before he could slow down or react, he collided with the herd. Employees at a nearby EV charging station witnessed the accident and rushed to help,” the officer said.

Sandeep Kumar, Public Relations Officer of Gurugram Police, stated that charging station staff alerted the police and took Kumar to Civil Hospital in Sector 10A, where doctors declared him dead.

Nil Kamal, Kumar’s cousin, blamed poor street lighting for the accident. “There was only one functional streetlight, making it difficult to see anything from afar. Kumar was the family’s main breadwinner,” he said.

The CCTV camera at the charging station, which covered the accident spot, was found non-functional, making it difficult to verify the exact sequence of events. Kherki Daula police station has registered a case under Section 194 of Bharatiya Nagarik Suraksha Sanhita following a family complaint, though no foul play is suspected.

Meanwhile, Municipal Corporation of Gurugram (MCG) Commissioner Ajay Kumar said they are strengthening enforcement teams to catch stray animals in new sectors. “We are increasing our team’s effectiveness and presence and imposing fines on cattle owners whose animals cause traffic hazards or accidents,” he added.

The Haryana government, under the leadership of Chief Minister Nayab Singh Saini, has presented its budget for the 2025-26 financial year with a total outlay of ₹2.05 lakh crore. This represents an 8% increase over the previous budget of ₹1.89 lakh crore for 2024-25. However, the revised estimate for 2024-25 was brought down to ₹1.80 lakh crore, highlighting fiscal constraints.

1. Capital Expenditure: A Declining Trend

One of the most concerning aspects of the budget is the decline in capital expenditure. For 2025-26, capital expenditure has been estimated at ₹16,164.11 crore, which is lower than the previous year’s estimate of ₹16,280.94 crore. However, the actual spending on asset creation in 2024-25 was only ₹12,752.52 crore. This decline in capital expenditure could impact long-term infrastructure growth and economic sustainability.

2. Women’s Welfare: The Lado Lakshmi Yojana

A key highlight of the budget is the Lado Lakshmi Yojana, aimed at empowering women by providing ₹2,100 per month in financial assistance. The state has allocated ₹5,000 crore for this initiative. However, the government is still working on exclusion criteria to ensure that only eligible beneficiaries receive aid. Women in government jobs and those receiving pensions may be excluded from this scheme.

3. Revenue Deficit and Debt Liabilities

  • Revenue Deficit: Estimated at ₹20,599.75 crore (1.53% of GSDP).
  • Fiscal Deficit: Estimated at ₹35,994.66 crore (2.67% of GSDP), adhering to the FRBM Act limit of 3%.
  • Debt Liability: Expected to increase from ₹3,17,257.48 crore (March 31, 2025) to ₹3,52,818.70 crore (March 31, 2026), constituting 26.18% of the GSDP.
  • Interest Payment: Set at ₹26,231.11 crore, which accounts for 20.52% of total revenue receipts.

4. Department of Future and AI Mission

To make Haryana future-ready, the government has proposed the establishment of a Department of Future, aimed at anticipating economic and governance challenges.

Additionally, the Haryana AI Mission will be launched with an initial World Bank funding of ₹474 crore. This initiative will focus on:

  • Establishing AI hubs in Gurugram and Panchkula.
  • Training over 50,000 youth and professionals in AI and emerging technologies.

5. Infrastructure and Development Initiatives

  • Smart Roads: One 4-5 km road in each city and 10-15 km road in each district will be upgraded to smart roads.
  • MLA Development Fund: Each MLA will receive ₹5 crore for constituency development, disbursed in three installments.

Himani Narwal murder: The police said that the accused Sachin was married and ran a mobile shop in the state’s Jhajjar district. The Haryana police said on Monday that the man who was arrested for the murder of Congress worker Himani Narwal had used a mobile charger for allegedly killing her.

“The accused, Sachin, who runs a mobile shop in Jhajjar, has been arrested. The accused and the deceased had met through social media and he used to visit her house. She used to stay alone in Vijay Nagar Rohtak. On February 27, he came to her house and they had a fight over something and he killed her with the help of a mobile charger cable,” said Krishan Kumar Rao, ADGP, Rohtak Range.

He said the accused then looted Himani Narwal’s jewellery, phone and laptop, and dumped her body after packing it in a suitcase.

“After this, he took her jewellery, phone, and laptop to his shop in Jhajjar. The accused later packed the body of the deceased in a suitcase kept in the house and threw it in the bushes near the Sampla bus stand. We will take the remand of the accused and during the remand, it will be known why there was a fight between them… There was also a financial transaction between them, we will also verify that. All things will be verified during the investigation,” he added.

Three members of a family died here on Friday after the roof of their house collapsed following a cylinder blast which also killed a neighbour, police said.

Two buffaloes also died in the incident in which some other members of the family sustained minor injuries.

The incident occurred in Bhakri village around 2.15 am when Sarjeet, his wife Babita and grandson Nakul were sleeping in a room on the first floor of his house, they said.

A gas leak in their room led to the cylinder explosion, causing the roof to collapse, trapping them under the debris, police said.

According to police, the explosion was so strong that debris also fell on Laxmi and her son, who were sleeping on the roof of a neighbouring house.

The villagers gathered at the spot after the explosion and informed the police. A police team reached the spot and began the rescue operation with the help of a Hydra machine, a senior police officer said.

The officer said that the bodies of Nakul and his grandparents were pulled out of the debris while Laxmi and her child were taken to a hospital, where she died during treatment.

The bodies have been handed over to their respective kin after postmortem on Friday, Dabua Station House Officer Vidya Sagar said.

The cause behind the cylinder blast is yet to ascertained yet and an investigation is underway in the matter, he added.
